Currently, we view the following aspects as critical for a final system to support firefighting operations:
 
- The system must support skill acquisition and information exchange. This implies a system that supports mentorship of junior incident commanders by those with more expertise. 

- The system must facilitate situational awareness of incident commanders throughout the life of the incident. This implies effectively displaying location and disposition of all resources (including personnel) and relevant environmental information. 

- The communications architecture must be robust enough to support multi-echelon urban operations. 

- The database will be the backbone of any effective system and this database will require information currently resident in multiple agencies across the city.
 
- The system must provide value to full range of firefighting incidents, not just routine or extraordinary events. 

- The system should facilitate playback of incidents and training events in order to support the processing of lessons learned.
